The error message you are getting indicates that there might be something wrong with your graphic drivers.
Please try to:
- Update the graphics card drivers to a newer version.
- Rollback the graphics card drivers to an older version.
- Reinstall DirectX
- Uninstall the Visual C++ 2013 Redistributable package (x86 version), restart your computer and install the package again (do not use the Repair function).
Installation files for DirectX and Visual C++ 2013 Redistributable can be found in your Arma 3 directory in _CommonRedist folder.
