Vehicle stuck after being left for 30+ minutes

Description

Occurs 100% of the time. Park vehicle and leave the area, or log out. Come back later and vehicle appears normal. Once trying to accelerate the vehicle vibrates aggressively and doesn't move position. Appears slightly lower in ground. Speed shows increase, position remains the same. Reverse and forward appear to slightly move vehicle but soon returns to original position.

Shooting arrows at vehicle sometimes helps to jar it lose, it has worked once for me. Logging out and logging back in does not work, removing tires does not work.

EDIT: The only thing that works is ANOTHER PLAYER climbing into the vehicle for just a second. If he then gets out and original player gets into vehicle, he can drive it away just fine. The other player getting into the vehicle unlocks the car.

Steps To Reproduce

Park vehicle, run across map, wait 30 minutes, come back and attempt to drive vehicle away.

Additional Information

Some players report having their friend hop in the vehicle, drive it, then return it to them. Apparently there is a player specific attribute that makes the vehicle do this.

This bug is a result of the hotfix attempting to remedy the coasting vehicles bug from .59 initial stable release.

This is a game breaker.

EDIT: Another player can get into the vehicle to unlock it for original player.

EDIT2: Removing all tires, holding the last tire, relogging, putting one tire on, driving vehicle 1 meter, then putting all tires back on fixed the stuck vehicle as well.

I have experienced this bug a large number of times, from just after having assembled a vehicle, to five minutes after having parked it, to days after having parked the vehicle. Allowing a second person to attempt moving the vehicle will almost always remedy the stuck wheels.

Please upvote my ticket, number 0029349, as I have included video documentation of this bug.
