The fence issue is a known problem (#21162) and has been scheduled for a fix. As for the haybales, many of the faulty spots also have been reported, however if you come across any and will be unable to find it reported on the tracker please create a separate ticket per each faulty area with coordinates from http://dayzdb.com/map/chernarusplus for example.
