it seems as if paper is bugged somehow as i can find these items almost exclusively floating if they haven't been interacted with before. The moment i drag them in my inventory and back to the vicinity window they then seem to be placed correctly (on the ground).
been in the northern area from the coast inland to dobroe on the only 1PP DE (01 or 02?) experimental server.

It happens if someone opens up an ammo box and they don't have enough space in their inventory for the paper left over and it drops on the floor standing upright.

hej short update: this seems to be also the case with several (if not all) kinds of seed-packages. same thing: you see them "standing" on or slightly floating above the ground
