Dry Bag doesn't keep things dry

Description

Spawned on Skalisty Island and found a dry bag. Took clothes off and placed them in the bag to keep them dry. Didn't work. My shirt, pants and even ushanka got wet. http://imgur.com/a/Z2Izh
