I was driving near the northern limit of the map, and the truck fell through the ground. The truck was still on the map, driving through wooded area about 20 meters or so from the border.
I quit out and received the error message when relogging. Can my character be retrieved?

It appears that the server got restarted while you quit and you have connected to it before the server storage was loaded. That results in your character being reset and unfortunately we do not reimburse the lost gear. This will be fixed in the future by adding a queue time.
