Sections of town or entire small towns will only spawn four or five different items with normal dispersal. The first server I joined only had damaged red hoodies (And red hoodies that were named 'Blue Hoodie' for some reason), canned spaghetti, and rope. When I moved to the other side of town, a different set of items was spawning. Bled out before I could figure out which town.

I did find one house that had a Repeater and a Green Wool Coat randomly, though. One of the homes with a big living room and a table in the center.
