My guess is that you have an unsupported Windows copy or test signing mode is activated.
If you start up your PC do you get a message in the right corner at the bottom saying "Testmode >your OS<"?

It seems that your test signing mode is turned on and conflicts with BattlEye. Turning the test signing mode off should fix the issue.
