"It's not safe" mechanic associated with lighting fireplaces is inconsistent.
At times the game allows you to light fireplaces within wooden buildings, while alternatively preventing you from lighting fireplaces within areas where it would be presumably safe.

Related to this 'http://feedback.dayzgame.com/view.php?id=21134 ' issue as part of this problem could be having the fireplace fall through the ground.
Also related to this 'http://feedback.dayzgame.com/view.php?id=18533 ' issue as using that bug will render the Fireplace permanently not safe to ignite, even if the Fireplace is in a safe location.

Unable to light the fireplace after having used the 'http://feedback.dayzgame.com/view.php?id=18533 ' bug, even though the fireplace is in a completely safe location.
Tonight, I tried to ignite an oven in Myshkino (izurvive.com coordinates: 020/080) outside not in a building (upon the end of an aspahlt street to be exactly) and got the messages, that it's not safe there. Beeing too steep, which is a new status, would have been understandable (to some extend) - but 'not safe'?!

Regarding report 0018533 draging the fireplace will cause it to become permanently not safe to ignite since 0.53. That's what happend in my case.
Friends of mine lighted a fireplace right on top of a haybale in one of the single-story haybarns.
Me, on the other hand, I couldn't light a fire right in the middle of the open of a castle courtyard.
Yes, it's terribly inconsistent.
