Currently we can't freelook while on a ladder or aiming down a sight.
I would like to see this feature.

Yes you can, use the #1 or 3 on the number pad.

Hi,
thank you for your feedback!
I have tried and freelook on ladders works on both Stable and Experimental.
Ad the other issue, freelook while aiming - this would be quite difficult to do with the current engine. I am going to close this ticket but let me assure that this is something we will discuss again in the future.
