in your screenshot it says your player was soaking.. this usuually is the main reason for cooling off

Indeed,
itchypantz, there are other factors affecting body temperature, such as wet status.
I have checked this and Wool Jacket actually gave me quite a temperature boost.
Please create a new ticket if this prevails.
