Cannot reload the izh43 unless both barrels have been shot

Description

If you only shoot one barrel from the shotgun / sawn off then you cannot empty the weapon and reload until you have shot the second round. Seen this mentioned several times on exp forums but can't find it on here.

Eigher with one, or two rounds in the chamber, the ammo cannot be ejected as well.

I think issue has not been reproduced in 1.06.152715
