Noticed something like that yesterday. Not sure if it's a cheat though, or a problem with the latest update. I ran into a player and had to shoot a whole clip of SKS rounds into him at close range (1-2 meters) before he went down.

I had the same problem. There is two seperate entries for "prone" in the assignment menu. "Go prone" and "prone". I assigned a mouse button to "prone" instead of "go prone" and it was working again. Take a look at my attached screenshot.
