Until now, I only played multiplayer. (Wasteland, CTI)
No mods in use.
The day after the update to 0.60, I still had these massive fps drops.
I am going to test some more.
What additional info do you need?
no *.bidmp and *.mdp files in the profiles root directory

I always did a clean installation of the graphic drivers. (uninstall + driver cleaner)
Originally i had catalyst 12.4 installed. First problem occured. Then I installed 13.1 and now 13.3_beta. Still got the same issue.
using cmd "perfmon /rel", I found since 17.03.2013 (windows update!?) countless video card errors:

I am still trying to get to the bottom of the issue.
regarding your questions:
- the graphics card is not overclocked.
- I cannot tell, if the problem occures in other DX11 games, because I simply do not play any of the latest games.
- I still cannot reproduce the problem. It happens randomly.

well, I tried all kinds of video/quality settings. - No positive effect regarding the bluescreens.
I did run the free unigine benchmark test: No crashes or errors occured.
Then I borrowed a graphic card of a friend of mine. (gtx660)
No more bluescreens! (So I bought the same card.)
Everything is fine so far. Arma3 is looking good, and is quite playable on "high".
Every now and then, the game freezes during playing multiplayer (wasteland). "Arma3 stopps working." ...is the windows message.
If I just in time manage to ctrl+alt+del and jump then back in the game - everything is fine.
I have to check whether there is already a ticket with my latest issue.
PS.: I uploaded "Arma 3 Alpha beginna 20130407_01.zip" I think it was the last day wity my former graphic card which produced the bluescreen. It contains *.bidmp, *.rpt, and dxdiag.txt from that day.
I reinstalled win7, ARMA3, etc... and still got the issues.
So obviously there was no software issue.
Although every error pointed me towards a failure of the graphics card, I still listened to my guts. - I plugged in a new power supply unit a few days ago. Until now I had no issues any more.

seems I still got the problem. but it only crashes to desktop every now and then.

I do not run a speed fan software.
Although I enabled VSYNC and set shadows quality to standard, the issue still occurs.
