If I quickly switch to the task manager, i get the message window as attached "D3D Error [...]"
OR: If I keep waiting, I'll get a bluescreen.
I already reinstalled directX and the latest ATI driver.

When you use speed fan software, so try set to default values.
Try enable VSYNC.
Try set shadows quality to Standard
I do not run a speed fan software.
Although I enabled VSYNC and set shadows quality to standard, the issue still occurs.
That's happened to me, but at the same time I see the display driver has crashed (notification popup in tray). I'm on catalyst 13.1, probably a driver issue?
This is driver issue very often, or problem with OC card. Do you have overclocked graphics card?
Do you have same issue in other DX11 games?
Did you do clean install of new drivers?
Do you have some situatin with 100% repro steps?
I always did a clean installation of the graphic drivers. (uninstall + driver cleaner)
Originally i had catalyst 12.4 installed. First problem occured. Then I installed 13.1 and now 13.3_beta. Still got the same issue.
using cmd "perfmon /rel", I found since 17.03.2013 (windows update!?) countless video card errors:

I am still trying to get to the bottom of the issue.
regarding your questions:
- the graphics card is not overclocked.
- I cannot tell, if the problem occures in other DX11 games, because I simply do not play any of the latest games.
- I still cannot reproduce the problem. It happens randomly.
Can you try in dev version?
When you want try so you can activate dev version in steam.
Right click on Arma III in your Steam Library>Properties>Betas>development build
When you don't want use dev version, so please wait for new stable build, it will out soon. Thank you.
I reinstalled win7, ARMA3, etc... and still got the issues.
So obviously there was no software issue.
Although every error pointed me towards a failure of the graphics card, I still listened to my guts. - I plugged in a new power supply unit a few days ago. Until now I had no issues any more.

seems I still got the problem. but it only crashes to desktop every now and then.

Can you try with lower graphic settings? Try set overall quality to low, when you will not have this issue, so try higher settings.
Can you try some benchmark for test your graphic card? for example this:

Free version is enough for this test. Set graphics and then let run for some time.

well, I tried all kinds of video/quality settings. - No positive effect regarding the bluescreens.
I did run the free unigine benchmark test: No crashes or errors occured.
Then I borrowed a graphic card of a friend of mine. (gtx660)
No more bluescreens! (So I bought the same card.)
Everything is fine so far. Arma3 is looking good, and is quite playable on "high".
Every now and then, the game freezes during playing multiplayer (wasteland). "Arma3 stopps working." ...is the windows message.
If I just in time manage to ctrl+alt+del and jump then back in the game - everything is fine.
I have to check whether there is already a ticket with my latest issue.
PS.: I uploaded "Arma 3 Alpha beginna 20130407_01.zip" I think it was the last day wity my former graphic card which produced the bluescreen. It contains *.bidmp, *.rpt, and dxdiag.txt from that day.
