Had the same issue last night with surrender animation. Had to exit and log back in to server in order to move character again. Also noted I could select items from action bar and they would appear in character's hand but still no movement except rotation and no actions. I've been unable to reproduce it but initially occurred pressing F3 after pressing F2 to surrender.
