Update:
verifying the integrity of the game cache in Steam seems to have solved the problem
- Right click on Arma 3 Alpha in Steam, select properties
- Goto tab local files
- Select Verify Integrity of Game Cache
- After verification this re-downloaded 6 files and game seems to start normally
