My specs:
Intel Core2Quad Q9400 @ 2.66GHz
RAM 4GB DDR2
Nvidia GeForce GTX 570
Windows 8 Pro 64-bit

GPU @ 39% and I get 14 FPS, GPU utilization never go up to 50%.
