Nothing about this idea means that loot will be easier to get. They can adjust the spawn rates as they see fit. Theoretically it could be harder to get loot.

Also I really don't believe that gear in police/military bases is "realistic." Day Z seems at least few weeks after outbreak. Military wont just leave supplies laying around. Gear would naturally spread out as people take what they need and go off on their own.
