Nearby Swaying Trees Stutter when Changing View while using Binoculars

Description

When you use binoculars and have nearby trees in your vision, and you attempt to change your view (i.e. just moving the view around with your mouse) these nearby trees will jerk about / stutter. Eventually, if you let your vision rest for a bit (i.e. don't move your mouse), the nearby trees will stop stuttering.

Steps To Reproduce
  1. Have trees nearby you, probably at least 15 feet or so.
  2. Raise binoculars to face.
  3. Move your view around.
  4. Note how trees stutter.
  5. Stop moving your vision.
  6. Note how trees continue to stutter.
  7. Wait about 12 seconds
  8. Note how trees no longer stutter, but sway smoothly.
