Mine was labelled "Confirmation of Changes". Seen on the outskirts of the large new town in experimental (see screenshot).

Why not stop showing these messages completely? I don't think anybody cares enough for them to randomly pop up while they're trying to do something and be forced to click. Send them to a log; stop having them pop up.
