Right clicking items only allows me to inspect them, unable to use them until I disconnect and reconnect

Description

This has only happened once, but I was unable to use my canned food after opening it. This happened with canned peaches and baked beans I was carrying. I was also unable to apply rags. (The option did not show up when right clicking)

I WAS able to drag axe to cans to open them, or right click shirt to tear into rags.

Confirmed. I experienced that on experimental server while it was patch 44. I was bleeding but I couldn't apply bandages or rags. "Use" option didn't show up.
