Every so often I get lag in the game and weather is not the issue as it has happened in the sun and rain and I have not been around a large city either I wish I could be more help, but I need to try to get more info. If any one else has more info about this please post.

One thing I did find the forested area north of Kamenka by the area where the road does a Z left hand side of road facing north. that area of the forest got very laggy, logged out due to lag then later logged back into same area different server and the lag was still there and I went from rain to sun so weather wasn't the issue
