Shadow/Lighting Flicker When Looking In Certain Direction

Description

I have this weird issue where the lighting/shadows outside will flicker when my mouse passes a point around the center of the screen. The shadows pretty much disappear and everything lights when my mouse is at that point on the screen. I actually recorded a video of it since it is kind of hard to describe accurately...

I have played other games such as Planetside 2, Bioshock:Infinite, Elder Scrolls:Oblivion(heavily modded), and I haven't seen any graphical problems in those game.

I've also attempted to mess with my video settings in game, and haven't been able to make the problem go away. It is not related to vertical sync or ambient occlusion settings. If I adjust shadow detail it also has no effect.

I have since uninstalled all of my drivers. Restarted in Safe Mode. Ran CCleaner to clean up any left over files. Then rebooted, and re installed my drivers.

Same problem still showing up. It seems to only happen with certain shadows, and not all of them. The shadows that do flicker will consistently do it when looking at them a certain way though.

I am wondering if maybe it is because I am using the newest drivers that just released last week. I will attempt with older drivers if I don't hear anything in a couple days.

I am also having the same issue (might pay to note I'm running a EVGA GeForce GTX760 4G FTW video card, also on the most recent drivers).

I have found if I set my shadow settings to 'Low' this removes the flickering, any setting higher than this and I get the flickering back.

The video and gif Korrigan posted is exactly the issue I've been having. It is not limited to inside only it will happen outside also.
