The rain is in view on the screen all around the scope when you are looking through the scope, but not within the scope's circle of view.
This can make it much easier to see things in the distance because you don't have the blur from the rain. You get a perfectly clear view through the scope when it's raining, as if it's not raining.

Seems to be an issue for all types of scopes and binoculars.
Not sure raindrops would actually be visible as close things will be totally blurred out due to beeing totally out of focus, but some form of visibility degradation should be present I guess.
