I have seen this and it did not appear to be a lag issue. The drop down menus in inventory seem to take many attempts at clicking to get them to show up, then a few more times getting the menu to appear then clicking the desired option repeatedly before anything will happen, like applying a bandage. Similarly sometimes with equipped items asigned a hotkey slot, like a weapon, when the button is pressed the character will take the weapon into its hands but then just return it to its back, and will not get the weapon in a stance useable for combat.

Some are worse than others, but this is a common problem on pretty much all servers.
