I found a worn weapon cleaning kit, used it on a pristine mosin rifle that I found, it changed the weapon condition from pristine to worn (condition of the cleaning kit). I tried the kit on the same gun a few times, the gun remained at "worn" condition.

pick up a damaged or worn cleaning kit, and use it on a weapon of a higher condition level

I believe that the kit (regardless of condition), should perhaps do something else to the gun besides improving its overall condition; maybe make it more accurate, add a slight amount of stopping power, etc.

it has nothing to do with the condition of the cleaning kit, I used a badly damaged kit, and it still only degraded my weapons from pristine to worn quality.

That is NOT what a weapon CLEANING kit is supposed to do.
