Friend causes my connection to lag when he enters the player bubble.

Description

Most times when I play currently.
A friend of mine from america (I am in the uk)
can connect to a server and once he enters the player bubble range of 1k(i think) from me.
My connection will desynch out.
making it impossible for me to play.
Cannot pull up a weapon or interact with the world and no players move on my screen.
The player list does not update as I am too desynched for it to update.

My friends tell me my ping goes from about 15 to 80+
and I go into the high 80s and 90 thousand range for desynch
once he leaves the bubble or server my ping will return to 15ish
with desynch of 0 in about 10-20 seconds. Until he reconnects or rejoins my bubble.

This also happens to other friends in our group they are fine all day then all of a sudden they meet up with the group and their connection goes shit.

The person who caused the Desynch is fine btw he does not lag out.
His connection type is far inferior to mine. (this is not a dig at him it is a fact for the report).

Be alone on the server
Get the person you suspect is causing you to lag out to connect and move within 1k of you.(or what ever the bubble distance is)

Additional Information

We did alot of testing with this.
My connection was fine until the friend from the US joins us.
If he left my connection returned to normal
If he rejoined us it would degrade again.
repeated about 10 times always same result in the end.

My internet connection is 75MB down 20MB up fiber optic to the box.
The server we where on is in the UK
But this happens on other servers as well.
My ping to UK servers is between 10 and 30

It feels as though the slower connection is affecting the higher speed connection.
Once they are in the bubble.
