To get nice loot you just need to find a warehouse with loot, take it all, then reload, take it all again, reload etc..
Maybe make it harder to reload, or make the game remember that you just looted the area.
I like the loot, but its an easy light exploit.
Are you saying this happens when you play on the SAME server and reload? Or are you switching servers? Because that would explain the loot respawning. No one has taken it yet on that server. Server hopping is already known about.
Unfortunately, with no particular penalty for server hopping at the moment, the only solution to re-looting the same area is having individualized loot tables, but that kinda ruins an important side of gameplay.
