In the Prison building as you enter the main door run straight forward past the jail cell and jump/vault as you are about to hit the wall in front. You'll pass through and enter 'into' the building.

In the prison building open the main door and run towards the wall in front of you and jump/vault through the wall.
Additional Information
Works in the prison building though other buildings may be exploited in the same way, haven't tried though.
