When I climbed on a tower, saw these fires. However, when got down and I passed near them, already them it wasn't visible. {F29277}

It's a runway, so there are lights to guide the pilots. See http://en.wikipedia.org/wiki/Runway

I know that it for fires. Only why them it isn't visible from the ground in that case?
