When looking around in 3rd person, the screen would flash black. I have looked directly at where the flash was coming from and staring at it makes your vision ingame nighttime like. This would happen often when running around buildings and may only happen on certain models, i am not sure yet. The most problems happen mostly up north.

Steps To Reproduce
Run around and scan the environment in 3rd person until the screen flashes a black or dark colour of the game. You can then focus on that point from which the flash was coming from.

I have the same issue, while looking around the screen would randomly flash black and then back to color. It happens every time I zoom in and out as well.
However my friend with his Nvidia card is not having this issue, I think it might be ATI related, as I have an R9 290 GPU
