I've now searched around 10 (ladder) appartment buildings (on around 4 different servers) and found little or no loot, the only items found have been 'junk' items, such as books. It seems that once these buildings have been looted the loot does not respawn. However other types of buildings in the area do appear to be respawning loot i.e. school / office buildings etc.

Steps To Reproduce
Go to a (ladder) apartment building (i.e. an apartment buidling with a central stair well when you have to use the ladder to get access to the upper floors and search around, you will find no loot of any worth.

I do not believe that this is a bug.
Because of the number of spawn points in an apartment building and there being a cap on items spawned in a certain area, it just looks like there is no stuff in the apartments.
When desperate, I've looked through all the rooms in the apartments and I've found stuff.
When this bug was reported there was no loot respawn anyway and the ratio of junk (books, rotten food, stuff with no function) to useful things was much more in favor of junk than it is now.
I think this can safely be closed.
