Cannot refill ammo into mosin

Description

Cannot add ammo into mosin if there is already 1-4 rounds in there, first have to empty all rounds then load 5 in at once.

Acknowledged bugged up on internal bug tracking software

did you try clearing the chamber ive seen this issue and it was a empty cartridge in the Chamber

Same issue with the revolver

Going to use #10610 for this now.
