Intro from a 2D editor mission is not imported in 3D Editor.
Haven't tried with Outro but I think it's the same.

Steps To Reproduce
- Create a mission with an Intro in the 2D Editor.
- Open it into EDEN.
The intro is "empty"

Aside from the question of wheter this problem is still happening, I'd like to ask the question of if the problem is really worth looking at or fixing?
I'd guesstimate that there's maybe a handful of people that still import 2d missions into 3den, especially missions with intros in them.
