Steps To Reproduce
Open Eden editor.
Select Props
Search for Buoy.
Additional Information
The only way I found to be able to select the Buoy object is to select a NATO static unit and place as empty (holding alt) then double click the unit and change the object type to Other (Sea)/Buoy. I would expect this to show up under the Props tab.
