Did you by any chance make a mission in editor and exported it into the Multiplayer Missions through editor?

No, I did not. I downloaded 2 missions into the folder. All my other downloaded missions are gone due to the SSD crash. I do have Steam subscribed missions still. An interesting point is I noticed that my mods aren't being loaded unless they were Steam subscribed. I placed them into the Arma3 root directory as I always did on Win 8.1.

BTW... I can join and play on internet servers, just can't do my own server.

I fixed it by deleting the 2 missions I had downloaded from Armaholic. I can now start a server.
