I lined up 4 repair vehicles tempest repair which I have known to not work way before this. the hemtt repair and two offroad repairs from 2 different factions.
I blewout tires and engines and no repair would happen or popup like I remember.
I break a blade on a mohawk and it instantly gets repaired by a hemtt repair.

Yup, the damage needed for the repair to start is too high. Most of the time leaving a vehicle in a disabled state that can only be partly fixed by an Engineer or a Repair Specialist.
