does this happen from the start or it happens only after you exit the game?
Could you please check list of processes in Task Manager if there is any arma3.exe or arma3battleye.exe running?

The launcher informs that the game is started immediately after the first run of the game, and after a real start and exit from it. Some time ago (about two weeks) launcher only time to time defined a false start of the game. Recently impossible to change list of addons and mods because of this error.

Also is it possible that someone else has a separate user account on the computer and has the game running?
