Even when I am not subscribed to any Arma 3 workshop content, this still happens. I believe it's related to the earlier issue where Arma 3 workshop content was constantly being downloaded, which caused micro stuttering in Arma 3, but that issue was resolved.

I'd suggest you to contact Steam support as this is a Steam issue. Valve has already been notified about this issue, but unfortunately that is probably all we can do about that issue.
