Cant fully look up or down while holding binoculars and walking

Description

Freelook is restricted so the player cant look more than about 30 degrees up or 30 degrees down while holding binoculars and walking or running. Players should have unrestricted freelook at all times regardless of the weapon they are holding or the action they are performing. Restricting or manipulating player control (especially freelook) is never acceptable.

Steps To Reproduce
  • take control of an infantry soldier
  • equip binoculars and look down at the ground as far as you can
  • press the forward key and notice that your freelook view is automatically centered
  • continue jogging forward and using the mouse, attempt to move your view as far up or as far down as it will go
  • notice you cannot view more than about 30 degrees up or down
  • take control of an infantry soldier
  • equip a rifle and look down at the ground as far as you can
  • press the forward key and notice that your view stays pointed at the ground
  • continue jogging forward and using the mouse, attempt to move your view as far up or as far down as it will go
  • notice you are unrestricted in your ability to look up or down to the most extreme angles possible
Additional Information

Please remove all interference with player freelook, regardless of weapon or action. Players should retain complete mouse control at all times during gameplay.

Unfortunately I am not able to reproduce this problem (stable version 1.48.131561). Would you please provide me more detailed repro (and ideally capture the video) or would you confirm the issue no longer exists?
