UserTexture objects, when set with a texture, always appear in front of effects such as rain - thus, if it's raining, these excellent mission-building objects are not that usable, as they always appear in front of the effect. {F26475}

Glass also causes this issue. Don't forget though, if you have effects like rain appearing in front of the object, you will have instances where this will be a problem. If you are inside a building, looking at a userTexture, which is also inside, and looking out at the rain, then it will not appear correctly. What is needed is for the object to be rendered according to its position, like other objects.

I wonder if there's anything that could be edited in the UserTexture config to resolve the issue?
