When attempting to put down a satchel, charge or mine the character will switch to their primary weapon - even if no primary weapon exists in their inventory - reach out to place the item and then switch back to the binoculars or rangefinder, however no item will actually be placed.

Trying to put down a satchel, charge or mine with a primary weapon, launcher, secondary or laser designator equipped will work as intended. The issue only occurs with the binoculars or rangefinder equipped.
