After the Marksman DLC and related patches, the paratroopers that are supposed to deploy during the mortar strikes do not. The helicopter will continue to circle, but the troops stay inside.

Since the pilot was sitting still, I lobbed a few 7.62 rounds at him and got him to land. As he did so, the paratroops deployed at ground level with parachutes out (then the speed boats decimated them and destroyed the helicopter, although they did not begin shooting until it landed, despite being in range the whole time). A second helicopter also arrived with the same result, the troops stayed in until I forced the pilot to land.
