Assign any command to LALT + any other key:
Press LALT,
keep it pressed
press any other key
release other key
release LALT
notice that the game also registers LCTRL as being pressed upon release of LALT.

I think Windows itself might be to blame. Allow me some time to verify this later this evening. FYI I'm using the German language keyboard layout. I will also add a screenshot!
Found the culprit: An autohotkey-script that enables advanced functionality for the German NEO keyboard-layout interfered with the keypresses. I forgot that I'm using it. Sorry for the inconvenience :/
