disable threading option for servers

Description

A suggestion:

A param to disable the threading for servers that was enforced a few patches ago.

100% cpu usage on high end boxes with low player count due to the threading introduced.

This is causing multiple issues within the game. FPS gains with the threading enabled are/were minimal and in my opinion not worth the CPU usage it costs.

7 server instances 181 players between. (highest pop server was 60)

2 server instances 6 players between. (highest pop was 3) (CPU usage goes to 100% with anything above 50 players)

Dug into the issue further on our end. Seems it was an issue with objects using more cpu cycles than needed.

CPU usage is way way way way way way down.
