Description

When steam is in offline mode, the MODS screen doesn't respond and just says "Initializing mods management..."

Steps To Reproduce

Self explanatory

Benargee set Category to Launcher.

Benargee set Reproducibility to Always.

Benargee set Severity to None.

Benargee set Resolution to Fixed.

We've fixed this issue for the next release and it should be available in the Dev Branch in a few days.
