When both playing with or without mods, the insignia list in the Virual Arsenal is empty. It's happening in scenario's, multiplayer servers and also in the editor.

Steps To Reproduce
MULTIPLAYER:
- Enter a server that includes a virtual arsenal (ex. Invade & Annex servers)
- Go to the virtual arsenal spot and open the arsenal.
- Go to the insignia's tab
EDITOR:
- Open up the editor
- Place a unit as "player"
- Preview
- Open the pauze menu (esc)
- Put in the "Execute" box this code: ["Open",true] SPAWN BIS_fnc_arsenal;
- Press enter
- Resume
- The arsenal will appear, and choose the insignia's tab
