horrible frames even with new video card

Hi guys,
I have arma 2 and 3 and still have horrible fps even though i just got nvidia 970 video card. My friend has a 2.66 core 2 quad and dual cards and runs it ok frames. 40 i believe. I get 15 fps on lowest everything and I have faster stuff. This is a long time issue and dont know why it is not resolved yet. I upgraded processor and video card to fix these problems and it made no difference and the other companies say its not them and all drivers etc. are up to date. I can play the new Farcry 4 on Ultra graphics and get 55 fps in an open world with friend so i know its not the computer being too slow. Arma 2 and 3 are older now and Farcry is a big detailed open world more than Arma.

Anyway, when will this be taken care of, when will a patch come. Do I have to download my own patch. please let me know what to do.
