If you walk up to a uniform laying on the ground which is designated to your side, you get the option to Take the uniform and to Open it. If you select "Take" it will move the uniform to the inventory of the uniform you are already wearing, rather than replacing it. This should not happen as you are supposed to not be able to carry uniforms in your uniform inventory.
